Policy guidance concerning labour protections for workers in new forms of employment (2026)
Summary
This Guidance, issued jointly by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, establishes a policy framework for the service and management of "new employment groups", workers engaged through internet platforms and other new business forms (including delivery workers, ride-hailing drivers, and online content workers). The document addresses protection of rights and interests (including remuneration, rest, occupational safety, and social security), algorithm governance, personal data protection, dispute resolution, and integration of platform workers into society. It sets targets for 2027 and a further 3–5 year horizon for improving the regulatory and employment environment for these workers.
