Law No. 87 of 2018 Regulating Road Passenger Transport Services through Electronic Platforms

Article 11. Companies or individuals holding a licence authorising the provision of this service shall regularly pay the taxes, duties and social insurance prescribed by law to the competent government authorities, in accordance with the modalities set by decree of the Prime Minister, upon the proposal of the competent minister and after coordination with the Minister of Finance and the Minister of Social Solidarity. Licensed companies shall only engage the services of a licensed vehicle driver after the latter has presented a certificate attesting to payment of his social insurance contributions, in accordance with the provisions of Social Insurance Law No. 79 of 1975.

Article 3. The Prime Minister, after approval by the Council of Ministers and upon the proposal of the Minister of Interior, shall issue a decree setting the conditions, measures and modalities for granting operating permits. The decree shall determine the fees associated with granting such permits, the various categories of permits, and the amount of annual fees, which may not exceed two thousand (2,000) Egyptian pounds, and which may be paid in cash or by any other authorised means of payment.

Article 10. Without prejudice to Article 9 of this Law, licensed companies authorised to provide reservation and road passenger transport services, and their branches, shall preserve the confidentiality and ensure the non-disclosure and non-alteration of the databases and information in their possession. They shall also retain such data in an accessible manner for a period of 180 consecutive days, and shall provide them, upon request, to the national security agencies or any other competent government authority. The data and information to be retained shall be determined by decree of the Prime Minister.

Article 17. Any licensed company authorised to provide reservation and road passenger transport services that contravenes the provisions of Articles 9, 10 and 12 of this Law shall be liable to a fine ranging from five hundred thousand (500,000) Egyptian pounds to five million (5,000,000) Egyptian pounds and to cancellation of its operating licence.

Article 19. Officials of the competent ministry, designated by decision of the Minister of Justice upon the proposal of the competent minister, shall be empowered, within the scope of their duties, to exercise the functions of judicial police officers for the purposes of applying the provisions of this Law.
